BUILDING EFFECTIVE CLIMATE GOVERNANCE SYSTEMS FOR KENYA’S FUTURE
Tana and Athi Rivers Development Authority is proud to have taken part in the Climate Action Summit ,2025 hosted at the Kenya School of Government where our Managing Director, Mr. Liban Roba  gave a keynote address on: “Strengthening Mechanisms and Systems for Effective Climate Governance for Communities through Research.”
In his address, Mr. Roba underscored that climate change is no longer an environmental issue but a governance and development challenge that calls for integrated, science-driven, and community-centered systems. He noted that effective climate response requires:
 Institutionalized research-policy integration – ensuring scientific evidence directly informs national and county planning.

 Standardized data systems – to enable coordinated decision-making across agencies and counties.
 Community-driven climate governance – moving beyond token participation to real inclusion and accountability.
 Basin-based coordination frameworks – strengthening institutional collaboration where resources cross-administrative boundaries.

At TARDA, we continue to turn research into action across 19 counties and 40% of Kenya’s landmass — connecting data, institutions, and communities to build a truly resilient nation. We also remain committed to building strong governance mechanisms that ensure climate resilience, sustainable resource management, and equitable growth across our basins.
